Here,
to find the least change, we need a line that is almost horizontal.
From the graph, the line between April and Mayis almost horizontal and that period is least change in cost

Shouldn't the answer be (A) January to February, since there is a decrease or negative increase? As opposed to 0 increase for the period April to May? Where am I going wrong?

From the chart we have to find the two month period where the two dots are as close in the height as possible because the line joining them would be most horizontal and the slope will be almost 0. If the slope is 0 then the increase in the y coordinate is the least and the energy cost increases the least. The only line or the two month period that satisfies the following is the April-May one.
