Here,
to find the least change, we need a line that is almost horizontal.
From the graph, the line between April and May is almost horizontal and that period is least change in cost

Shouldn't the answer be (A) January to February, since there is a decrease or negative increase? As opposed to 0 increase for the period April to May?
