What is important here is the number of employees rather the paycheck per hour.

Put them in increasing order

10 - 12 - 20 - 28 - 30

the first two the difference is two. The last two as well.

20 is exactly 8 points from the datum before and the datum after.

We do have a perfect balance. C is the answer.
