Here's what the situation looks like:
All of the area contained within the red line is Lewis County.
So, if we let x = the area of the region that is in Lewis county but NOT in Hopetown, then 0.2x = the area of Lewis County
This means the TOTAL area of Lewis County = x + 0.2x = 1.2x
So, the area of Hopetown as a percent of the entire area of Lewis County = the equivalent percentage represented by 0.2x/1.2x
0.2x/1.2x = 0.2/1.2 = 1/6 = 16.666...%
So we have:
QUANTITY A: 16.666...%
QUANTITY B: 18%

The acreage of h = 20% of the entire region.
So far so good.
Now, considering that here we do have specific values the answer cannot be D
However, it is 20 but MINUS the percentage that is hopetwon itself
What is the source of this question ?
We can infer that the answer must be B
