For the first one: the second section if it will be hard basically will have question of 1 and 2 level but just a few. 3/4/5 level of difficulty will be the most. see here my analysis of a score.

Therefore they will have MORE impact on the average score. The difficult ones. The easier yes: you are correct.

For the second: the bonus is awarded OVERALL on the score you will have on the two sections both quant and verbal.
