Quick Question: Can I apply for 2 different programs at a school? Can I apply for 2 majors under the same department? If I apply for both, will they review both applications at the same time or separately? Will the school think my goal is not clear and then lower my chance to be accepted?
Answer: You want to choose one program or you will hurt your chances at both. Like you said, the school will worry that your goals are unclear and unfocused. Better to choose the one you are most interested in & apply just to that one!

Does this apply to different departments at the same university that have different application systems? For me I want to focus on cell & molecular biology and most universities that I look at tend to offer very similar courses but one will be within the biology department whilst the other will be at the medical school and often potential PIs seem to be willing to accept from either course.

Correct - you do not want to apply to different departments at the same university either even if they have different applications. The adcoms talk & they will have the same concern: that you're unsure which degree you really want, which will reflect negatively on all of your applications. Better to choose one dept/program to apply to per school so you're not sabotaging your chances! Hope that helps!
