Please format the question according to the rules https://gre.myprepclub.com/forum/qq-how-to ... -2357.html

This way is way much better to pinpoint the options.

The explanation above is really spot-on. Kudo

Why can't the answer be loath and amiable? Could someone please elucidate?

I'll give an explanation a shot. The keyword in this sentence is Although, because it's suggesting a shift in the sentence from a negative to a more positive tone. The negative in the first sentence refers to the war against each other. The second sentence attempts to follow up at how this dynamic is changing, making loath not a good choice. Reticent ( restrained in expression, presentation, or appearance) is a better choice because it shows that while they are not willing to sign a peace treaty, they both know that still won't attack each other. Their relationship can be described as amiable. In this case, the question would be solved easier filling in the blank for (ii) and then going back to (i).

That Although was the first sentence and the sentence shifted in the first part only. Still unclear why loath isn't the answer.

You choose reticent
Quote:
because it shows that while they are not willing to sign a peace treaty
. The definition of loath says unwilling itself, then why it isn't the correct answer choice?

This is a reallyBAD question.

It is a GMAT sentence correction with a few words in there synonyms of the original which is the following

Although World War II ended nearly a half century ago, Russia and Japan still have not signed a formal peace treaty; and both countries have been reticent to develop closer relations.

notice how the (ii) is closer and the answer is D which is amiable and NO WAY is a synonym

Simply garbage
