The three shaded columns below represent populations that are less than 20 million.
The two shaded rows below represent GDPs less than $20 billion
So, the countries that have BOTH properties are shown in the shaded boxes below
So the TOTAL number of countries that have both properties = 3 + 3 + 3 + 7 + 8 + 7 = 31
There are 50 African countries all together.
So, the percent of the countries have a population of less than 20 million people and a GDP of less than $20 billion 31/50 = 62%
Answer: C
