Hope you have already got to know the answer. If still needed, you can check this-
The question mentioned that he shot 10 arrows and all hit bull's eye thus 10 arrows = 10 hits. so b is also 10.

The question says "who shot twice as many arrows and hit half as many bull’s-eyes", so wouldn't b=10? since no. of arrows is twice as many which is = 10*2 = 20, and no. bull'e-eyes hits equals half of 20, which is 20/2 = 10?
