Speaking strictly in terms of uGPA and GRE scores, do PhD programs have more competitive admissions standards than Masters programs? (I realize that there is a lot more to PhD admissions than the numbers, such as a demonstrated potential to become a quality researcher. I'm just talking about the numbers.)

GRE scores are usually about the same as masters there isn't a huge difference but I think there is a higher GPA requirement.
For PhD programs your profile is more important than simple GRE scores. So if you have research experience you would want to highlight that in your admissions essay. You can gauge the kind of profile one needs in order to get into PhD programs by reading other peoples admission essays (link below).
