The following appeared in a letter from the faculty committee to the president of Seatown University:
A study conducted at nearby Oceania University showed that faculty retention is higher when professors are offered free tuition at the university for their own college-aged children. Therefore, Seatown should institute a free-tuition policy for its professors for the purpose of enhancing morale among the faculty and luring new professors.

The following argument proposes to institute a free-tuition policy policy for it's professors for the purpose of enhancing the morale of the professors and luring new ones based on the model of Oceania University. Before arriving at this conclusion we need certain evidences which will give us a better understanding of this decision.
There is no mention about the exact numbers of the faculty retention in Oceania University. The data given to us is very vague and thus the first evidence we need is the exact statistics about how much greater is the employee retention in Oceania university than in Seatown University. This could be a very important evidence because it can allow Seatown university to not implement this free-tuition policy. If the employee retention in Oceania University is very high when compared to Seatown University, there is a need for a change in the policy. If on the other other hand there is not much difference between the two universities,Seatown university should look for and alternative way to increase it's employee rententions such as giving bonuses etc. which can be more cost efficient.
The second evidence we need is to see the whether the two universities are similar to each other and the basis on which they are being judged are comparable or not.It can be that the professors at Oceania University do not have a lot of college going kids and thus the policy is working efficiently for them. On the other hand Seatown University may have professors who have a number of college going students. In that case it could a burden for the university in terms of the economy because they might have to sponsor a lot of kids then.Maybe the pay of the professors at both the universities might be different. The pay of the professors at the Oceania University might be low so this free-tuition policy would benefit both the parties greatly. On the other hand the professors at Seatown universities might be paid well so introducing a free-tuition policy might not be such a good option for Seatown University. Therefore we need specific factors to judge both the universities.
The third evidence we need is to see whether the morale is up at the Oceania University as a result of this free tuition policy. It have been mentioned that the faculty retention is higher but there is not no mention of the morale of the faculty being high. The professors at Oceania university might have to sign some legal document or a bond which would require them to stay at the university if they avail the free-tuition policy. Therefore the retention maybe high but the morale must be low. This low morale might cause them not to remain motivated.
These are the specific evidences which we might need in order to evaluate this decision from Seatown University.
