I think you'd have a good chance at HEC given your score. That said, keep in mind that these test scores are just one piece of the overall application. When you hit (or ideally exceed) a school's average you've "checked the box" so to speak & they will not be placing more weight on other parts of your application to compensate for your score. But there are so many other components of a strong application that it will be important to keep in mind as well. First, they'll want to see how you performed in undergrad & how prestigious your university was. Work experience is also important, especially for b-school. Most top b-schools like to see 3-5 years of work experience and they'll be looking to see what impact you had. Did you drive revenue? Reduce costs? Lead something? Your work experience will allow you to contribute to class discussion, and it also often gives you the business exposure that helps to shape your post-degree goals. (Work experience is a little less important for most grad programs that are not MBAs, although having at least 1-2 impressive internships is always a bonus).
Speaking of post-degree goals, those are also critical when it comes to the overall strength of your application -- your argument for why you need this degree rests on them. The adcom wants to know not only what you specifically plan to accomplish (i.e. naming the specific title you want in the ST & LT & 2-3 target firms), but also what you plan to DO in your post-graduate role (i.e. what problems will you help solve? What opportunities will you help take advantage of?) as well as WHY those are your goals.
Long story short, GRE score is a good place to start when it comes to gauging your overall competitiveness as a school but it's definitely just one piece of the puzzle when it comes to determining how likely you are to get into!
