This sentence is a very good example of parallelism. The phrase "short, declarative sentences" parallels with spare and we need a word for the blank that will complete "long, _________ passages of description and philosophizing" to parallel with flowery. Only baroque fits the bill as a it refers to an extravagant and ornamental prose. Floral is "of flowers" and does not fit the bill.
