The sentence before the comma starts with Despite. Despite gives a negative connotation.
The sentence after the comma starts with illegal. Now, if an activity is illegal then something must be done to stop it.
So, in the first blank, only prohibition fits the blank.
Now, despite prohibitions, illegal trade will be what? It will be active.

The word "despite' at the beginning of the sentence suggests a contrast between "taking rare tamarins from their habitat" and the "illegal trade in the tinye monkeys remains"
Either,
1. there is a ban on the taking of rare tamarins and the illegal trade remaining continuing actively
OR
