Since the two events are independent, the probability of the intersection (both events happening) is equal to the product of the individual probabilities, i.e. \(P(X&Y) = P(X)P(Y)\). Substituting we get \(0.16 = 0.4*P(Y)\), from which we get P(Y) = 0.4. Then P(X) = P(Y).
