Let's pick 100 for the number of all integers. Then 36 integers are even multiples of 3 and 64 integers include odd integers and even integers not multiples of 3. If x number of the integers is even, then 0.4x number of integers are even integers not multiples of 3.
Hence, the number of odd (or not even integers) is 64-0.4x. Summing up everything, 100=x+64-0.4x and 36=0.6x, x=60.
The number of odd integers is 100-x=100-60=40. The required percentage is 40/100=40%
