D. It cannot be determined from the information given. We can't calculate the range of the four people's ages. Eliminate A. Range can be equal to 25 if one person's age is 1 and second's 26. It can be greater than 25 if the second person's age is 27. Eliminate B and C.

the average of ages of four people is 18, meaning the sum of the ages is 72.

Case 1 - max age = 30 min age = 1 => range is 29 which is greater than 25
Case 2 - consider the following ages: 15,15,21,21 => the range is only 6 which is less than 25

Hence there is no clear way we can identify which one is bigger. So answer is D
