You do not have enough information in the passage to assert if the scientists will break their contract or not.

Since the scientists established contracts with foreign countries when there is the restriction, one can safely conclude that there is less restriction in spme other country. While we cannot surely say anything about the validity of B,C,D,E. The correct answer is C.

Here,

Govt restriction = Limited research of stem cell in US = This led to many scientist to sign long contracts for foreign companies.

This infer that there are fewer restriction in foreign companies or else the scientist won't sign a long term contract.

So option A is the right choice.

Option B:- "there will be a significant influx of foreign professionals into the United States" : Can we infer this? as this is a doubtful situation as nothing is mentioned about the foreign companies and if there are even fewer restriction after the recent proposal in US - we really can't infer it, so this is not an option

Option C: Is there any mention of financial backing in the passage? we can't infer that, so option C is out

Option D: There are no information in the passage about America's present and future position in regards to stem cell, so option D is out

Option E: Again there are no information about the statement and we do not know whether the scientist will break the contract or not, so option E is out

The answer is A because that is the only answer which has sufficient information in its support.
