For this question, we should know that one revolution is 360 degrees.
Then, for Quant A, the The number of inches traveled per minute by a point on the circumference of the record would be 12(=6*2)*pi*45=540pi
For Quant B, The number of inches traveled per minute by a point on the record 5 inches from the center of the record would be 10(=5*2)*pi*45= 450pi.
Hence, B>A
