A nice rule says: the number of integers from x to y inclusive equals y - x + 1
So, the number of integers from 200 to 999 inclusive = 999 - 200 + 1 = 800

How many of those 800 integers end in "03"?
Well, we can quickly list them: 203, 303, 403, 503, 603, 703, 803, 903
There are 8 integers that end in "03"

8/800 = 1/100 = 1%
