how to construct an issue in the form of claim and reason

So I am kinda confused about how to construct my issue when it comes to the style of claim and reason.
Take this one for example,
Claim: In any field — business, politics, education, government — those in power should step down after five years.
Reason: The surest path to success for any enterprise is revitalization through new leadership.
Write a response in which you discuss the extent to which you agree or disagree with the claim and the reason on which that claim is based.
In my opinion, I first drafted my first main paragraph to disagree with the claim that not every field should step down after five years.
Then I concede that even though there are some fields that those in power stepping down after five years, there are other ways to sustain their success
Lastly, I admit that it is feasible to renew leadership for continuous success.
My fellow has another structure,
she agrees with the claim and uses her first and second paragraphs to support why the reason is true.
And then she uses her third paragraph to concede that it is possible that it will lead to a bad situation.
Are they both reasonable structures for the claim and reason style issue?
If it is not, could you guys give me some ideas about how to compose it?
