The first part of the sentence..the stubborn clique of politicians prevented the passage of the bill and the second half even its most loyal allies signify that the clique prevented the bill, despite urging plea from the congress, so unamenable to fits perfectly. By preventing the bill, they are testing or perseverating the patience of its loyal allies.
