Since there is a increase of 4% in education budget from 2000 to 2005, 2000 figures should be 4% less than $380 M

So 380 * 0.96 = $364.8 M

Ans should be option A

Let x be the amount on 2000, Then:
X+0.04x=380 on 2005

Therefore, X=365.38
