If there were equal number of male and female the avg would have been half the avg between male and female i.e 65 however females are more than male hence avg will drift towards female's avg and will be lower than 65

70 * (1/3) = 23.333 weighted average of male population
60 * (2/3) = 40 weighted average of female population
23.33 + 40 = 63.33
