Remind the following property.
\(Increasing {\space} Rate = \frac{{ New - Old } }{ {Old}}\)
Thus we have \(\frac{{42 - 30}}{30} = \frac{12}{30} = \frac{4}{10} = 40\%\).
Therefore, D is the right answer.
