This seems fairly straightforward.
All we got to do is see the thickness of the lightest color tab which is at the top of each bar representing FOOD.
As we can see the thickness of the food tab reduces in 2008 in comparison with 2007. In 2009 we can see more thickness than in 2008 and in 2010 we can see more thickness than in 2009.
Hence answer is B.

From the analysis of the graph that I see, I can say with certainty that this is the answer B. The thickness of the tab allows you to make an estimate of the spending of money for the student.
