(A) The argument thinks that users, not the government, should pay for services. That's the opposite of this choice.
(B) The amount of public transportation provided is not at stake in the argument. It's only about who will pay for the existing public transportation.
(C) This is the opposite of the argument as well, which states that general taxes should not pay for public transportation services.
(D) Again this is the opposite of the principle in the argument, which states that users, not the government, should pay for their own transportation.
(E) And finally, this is the appropriate principle. Taxpayers who don't use public transportation shouldn't have to pay for it.
