Issue essay different types of prompts

I have a question regarding the positions I can take for the different issue essay prompts.
For the following prompt, it's clear that I can mostly agree/disagree or strongly agree/disagree
But what about the following 2 types of prompts? the instructions are a bit confusing.
Am I free to take one or both positions.. or the instructions in either of them restrict me to choose one side over the other?
