the semicolon tells that both parts of sentences will support each other. 2nd part of says that the company celebrated its ability to pay back debt, which means they celebrated how solvent they are.
The same idea has to prevail in 1st part of the sentence. they were surprised with how the company boasted about its ability to remain solvent rather than seeing for the future
