1. The first blank should be parallel to "sequester" carbon. Facilitate is opposite in meaning and ameliorate is not parallel to sequester. Only "curb" fits here.
2. Coastal habitats are razed for development and hence preventing their disruption makes sense here. Conservation and expansion are opposites and do not fit.
3. "Not released" is logically concluding the paragraph in the third blank.
