Option D is correct because of following reason:
If we use a whole number in place of m then B is an patent answer, however lets not forget that even 1/2 is greater than 0.
In this case the entity with greater power will end up having the bigger denominator. The entity with bigger denominator with the same numerator will be smaller than entity with smaller denominator.
hence option A and C are out of choice ...we are left with D.
