Persia covered modern day Pak, Iran and Afagnanistan. This is why Afgani born and iranian ( who may later may immigrate to US) are referred as Persian here.

This is from the point of view of those who argue against using Persian as nationality identifier - as anybody born in Afghanistan or Pakistan or Iran can identify with Persian Heritage.
Hence, A and B.
