Lets simplify the problem first.
Lets assume price of 1 cm of cloth is 1 dollar. Therefor,
CP = 1 $/cm.
Now he uses a faulty scale which shows 95 cms for 100 cm. It means he sells only 95 cm of cloth and gets paid at cost price for 100 cm of cloth.
So his Cost price = Length of cloth actually sold x CP
= 95 * 1
= 95 $
His selling price = Length of cloth he claimed to sell x CP
= 100 * 1
= 100 $
Therefore his gain is = (SP-CP)/CP *100
= 5.26%
