It is obvious that AD is the diameter of the circle.
OB=AB=OA= radius=3 => OAB is a equilateral triangle
<AOB=60 degree
therefore the area of the sector OBCD= 1/2* area of the circle - area of the sector OAB (which constitute 60 degrees at the center)
= 1/2* pi * 3^2- 60/360 * pi * 3^2
= 14.13- 4.71 = 9.42 (greater than 9)
So A is the answer.
