Must disagree with your second choice. There are no clues in your sentence that suggests there are two contrasting ideas here. On the contrary, "expansion" can usually imply a rather systematic growth of an idea, a policy, the evolution of something or other, whatever. Yes. "Surge" is a better fit for the second answer. It suggests an almost uncontrolled, precipitous, and rapid growth. The sentence seems to be saying that while the stock market has grown in a more-or-less steady manner, it has also demonstrated recent tendencies to expand rapidly in an unpredictable manner, perhaps responding to unforseen, but viewed by investors, as money-making opportunities not to be missed. "Get it while you can," sort of. A potentially reckless and unwise investment decision. No, I think "surge"is the better second response.
