Is this a logical question where you can look at the bar graphs and numbers and know which has the longest consecutive years of decrease instead of calculating the actual drop in percentage?

its a comparison of the number of percent decrease occurences within a given range of time. Its an exact number. One of the options has a very large drop within the given time range but it only counts as a percent decrease count of 1 since it only contains 2 years.
