Read the whole sentence before attacking the first and the second blank, since after the colon, it is the clue:
Because there are residents with the same name or unusual spellings, (census) workers who are "anything less than" (which means "not") something may result in the same resident getting counted.
So we need workers who are not careful because those name were counted again, therefore, meticulous work.
another hint is that perfunctory and inexact are similar words, so we can deduce to meticulous.
Back to the first blank, we now know that people are being counted, so "tally" (means counting) works.
So in order to count people accurately, they have to be precise or thorough, so fastidious work. Not industrious because it means diligent and hard-working; you do not need diligent workers here.
