Let's add the APPROXIMATE values in the 1995 column.
We get: 2300 + 500 + 1000 + 300 + 0 = 4100
Which category comprises 1/4 of the total number of graduates?
Well, 1/4 of 4100 is APPROXIMATELY 1000
The only category that has APPROXIMATELY 1000 graduates is the Bachelor's degree category.

Associate degrees expected to be granted in 2001 = 489
Associate degrees expected to be granted in 1995 = 458
The DIFFERENCE in the number of associate degrees = 489 - 458 = 31
So, the question is, what percentage is represented by 31/458
One option is to use your calculator for this conversion.
The other option is to apply some number sense.
31/458 is pretty close to 30/450, which equals 1/15
1/15 = 6.7%
So, it looks like the correct answer is
