For the second blank, equivocated is to have lied or misled. It has a negative tone, in line with the sentence's context of "disrepute." To muster is to gather or assemble, and to predetermine is to settle beforehand.This last might describe executive action when faced with an evaluation, but there is not enough context to determine this from the sentence. The grammar of this choice also fits awkwardly with the wording of "os to."
