In the years prior to the Civil War, Philadelphia’s African American press encourage readers to be vaccinated against smallpox. This journalistic campaign was initially (i)_____, appealing to readers sense of communal duty, and became even more (ii)_____ once the war started, as smallpox outbreaks began to occur on Philadelphia’s outskirts.
In the first blank there is a support with the phrase appealing to readers sense of communal duty, one can ask himself for the options if there is existence of evidence for the word. For example, do we have nay evidence that it was "ineffective" or "widespread", the answer is no. The first blank is hortatory.
The second blank is much easier if at first was just for communal work, now it is urgent because of the war, even in the outskirts there has been outbreaks. Correct answer is urgent.
