We know that before the war the African American press encouraged the community to get vaccinated and after the war broke out and small pox outbreaks occurred, the campaign became even more_________. And we are expected to fill the blank.
It is easier to fill the second blank first.
The clue for the second blank is in the phrase.

Initially, the press encouraged the African American community to get vaccinated by appealing to their sense of communal duty. The phrase "became even more" implies that the campaign became urgent that after the war broke out. I am looking for a word stronger than "encouraged" or "appealed" and urgent its the bill and is also there on the choice list.
