The concept tested is congruent angles regardless the lines are parallel or not

The debate about drwn the scale or not on the GRE is always tricky. Here nothing said and therefore we can not assume they are || or not.

If not the angles are not equal. However, this is also a coordinate geometry and from the figure and the lines position, it is reasonable to think they are parallel from the diagram itself
