It is a good question.
The principle elucidated in the passage is this: Experts should first need to evaluate the knowledge base of the laypeople, and based on this they should decide how to communicate all the possible risks on any subject.
Only option (E) does this. With the help of the questionnaire, the researchers had determined the knowledge of the public on radon, and they devised a brochure to communicate risks.
