The word for the first blank has to go with "pleasingly" and the attitude implied in "hard to be bothered". Only sanguine, which means optimistic and positive fits the bill. Salubrious means something that is favourable to mind and body and usually refers to climates and foods and not to personalities.
The sense in the second part of the sentence is that one can overlook something negative in his past thanks to his positive personality. One cannot overlook incendiaries which refer to violence and things that cause strife and other types of strong negatives, in this context. But one can definitely overlook minor sins which is what peccadilloes refers to.
