If you can't get to the formula or have problems with ratios and fractions just plug in numbers:
Choose any number that can easily be divided by the numbers given in the question.
60 is a good match, plugging in gives:
60 = 0.6*P and therefore P = 100 and 60 = 0.4*S such that S = 150.
Compare S and P to get: 100 : 150 (100/150) or 2:3 (2/3) -> answer B
Alternatively, if you can see that the same number makes up 1.5 times more of the percentage of P compared to S (60% = 1.5*40%) you can conclude that the ratio of P to S must be 1:1.5 or 2:3 -> answer B
