Meaning- So the editor found them incorrect or something -ve because if it was +ve then why would he hesitate to print them?
A- Positive is incorrect for the reasons above. B- Comical means funny. Again why would the editor hesitate to print funny articles? C- Improbable means unlikely, which is -ve and a cause for hestiation to not print articles. Correct. D- Indecisive means not having a definite result. This is a trap answer as indecisive is -ve but hesitation for indecisiveness is odd. E- Interesting. Totally illogical. If articles are interesting, why would the editor hesitate?

Since, the editor is hesitant, we need to find a word that shows why it is not a good idea to publish those documents. Only indecisive and improbable might hold. But the indecisive documents, if informative or debating can still be printed, whereas there is no use in printing an improbable document.
