Having worked with the GRE, GMAT and LSAT for years and years I do not have too much difficulty with these short Reading Comprehensions called "Critical Reasoning." But there is one type of question that I do sometimes miss: The EXCEPTION question! Like this one.
So I always write EXCEPT to make sure I pick the one that DOES NOT work.
Now what about answer choice A?

Which is it? Well both are possible interpretations...
Yet, the key here is that the question says
"could account for" so the fact that it could be the idea that more people in the park means more people to see mountain lions means that choice A could be an explanation so we can eliminate that answer.
If you look at choice B you see that this can never account for the actual number of sightings just the reporting of those sightings.
So B is the correct answer since it cannot explain the sightings. It is the exception.
