Can you explain please? Shouldn't the answer mean similar to 'stable'. Because of the keywords 'despite' and 'dramatically reduce its tendency'. correct me if I am wrong.

if you spot the keywords at the end of the phrase, the first part must address exactly the contrary: which means that the mixture is unstable. So, C and F are the words we need to fill the blank.
