IMO, since the assumption here is that there's nothing else other than the color of the car (red) that influences a driver's behavior, we need an answer choice that rules out the other factor(s).
(A) Drivers of black cars receive the second-most speeding tickets.
--> out of scope (this doesn't rule out the other factors related to red cars)
(B) Red cars do not attract more attention from the police than do cars of other colors.
--> Yes! (factor ruled out - if it's true that red cars don't catch the police's attention any more than other colors do, then this rules out that other factor)
(C) Police officers do not drive red cars.
--> out of scope
(D) Red cars do not receive any more parking tickets, on average, than do cars of other colors.
--> out of scope (we're not concerned parking tickets here)
(E) Drivers of red cars who are ticketed for speeding are able to appeal their tickets moreoften than drivers of other color cars.
--> out of scope (not concerned with ability to appeal)
