timber harvesting plans hints that the state department is evaluating practices related to forest/trees. So the blank should contain word similar to this.
I did this from the process of elimination A. agricultural : not exactly related to forest; WRONG B. dendrological : dont know exactly what it mean but I know from my biology class that Dendrites is related to trees/branches; SKIP C. silvicultural : dont know its meaning; SKIP D. theoretical : how can they evaluate the cumulative annual impact of theoretical practice, they can estimate or calculate it; WRONG E. herpetological : it is related to zoology/animals (again I knew it because of my biology classes); WRONG F. perennial : clearly WORNG.
