This is a question in which we have to reinforce our argument for some reason.
Implementing extensive wireless networks in cities would be a practical way to meet the needs of city households, schools, and businesses. Rural communities have found that wireless networks are both more reliable and cheaper than land-based networks.
D is tempting but we do not know anything about a skyscraper or other buildings and the relative expenses. Moreover, we do not know if in rural areas we do not have buildings AT ALL.
Ask for further assistance if you do need.
