Here is my interpretation of the text.
We start off with the first blank that is 'regarded in _____' 'RATHER' than artistic terms. So I pause here and try to take a wild guess for the word which should be the antithesis of Artistic - Something like Practical, Non-Artistic - Option 2 - Pragmatic i.e Practical fits best here.
'But' clearly states a contradiction to the firs statement posted i.e the designer clothes ARE INDEED artistic. oPTION artistry.
Moving on to the last blank. If we skim through the entire passage we could see the nuances of 'carried out in the homes of the lower classes' gives it a domestic or carried out by all theme. Hence domestic is the option.
